Nigeria Newspapers Today; Fuel and Cash Scarcity Bites in Imo as Some Banks Are Closed.

The paucity of petroleum products has struck Imo State once more, causing discontent among the state’s population.

This came as the state government purportedly shut down three commercial banks for participating in a sit-in called by the Indigenous People of Biafra (IPOB) to demand the unconditional release of their leader, Nnamdi Kanu, from incarceration.

Long lines of automobiles on the roadways formed as a result of the development, as people scrambled to purchase the product.

Roadside hawkers of the product, who sell it in little Jerry cans, have now taken advantage of the situation in order to earn quick money.

Although there were contradictory stories as to what caused the recent scarcity, unconfirmed sources told our correspondent that the squabble was caused by a disagreement between independent marketers and the state government over the state government’s severe policies.

The Nigerian tribune reported that the Commissioner for Information and Strategy, Chief Declan Emelumba, failed to respond when they tried to contact him.Similarly, the state government allegedly sealed some banks in Imo State on Tuesday for participating in the state’s sit-at-home order on Monday.

According to the Nigerian Tribune, while some were allowed to operate, others, such as Access, First Bank, and others, were barred from doing so as a punishment for participation in IPOB’s sit-at-home edict.

The scenario caused commotion and the presence of an extraordinary number of worried consumers in the banks.

When called, Chief Declan Mbadiwe Emelumba, Commissioner for Information and Strategy, stated that he was in a meeting where they were discussing Mr. President’s visit to the state.

Nigeria Newspapers Today; Miyetti Allah Asks Buhari, Nass to Stop Anti Open Grazing Laws.

The Leader of Miyetti Allah, Kauta Hore has petitioned President Muhammadu Buhari and the National Assembly to prevent state governors (particularly those in the South) from enforcing different anti-grazing legislation.

During a press conference, the group’s National Secretary, Engr Saleh Alhassan, branded the anti-grazing laws as demonic and a ruse to harm pastoralists’ economic activity.

According to Miyetti Allah Kauta Hore, a Fulani socio-cultural organisation, Nigeria should develop ways to address the difficulties of climate change, which affects cattle output.

According to Engr Saleh, anti-grazing laws and regulations are nothing more than a populist and corrupt agenda aimed at destroying pastoralists’ means of subsistence.

“We want the National Assembly and Mr. President to intervene and stop current attempt by some states governors to criminalize our means of economic livelihood of cattle rearing through the enactment of satanic and obnoxious laws – ‘Anti-open Grazing Laws’ targeted at Fulani pastoralists.

“The Federal Government should create a Federal Ministry of Livestock and Fisheries as obtainable in many African countries.

“Government should take an inventory of all the existing grazing reserve, traditional grazing areas, transhumance corridors, major stock routes and fully develop at least one grazing reserve in each senatorial zone in line with the recommendation of the Inter-Ministerial Committee on Livestock Development in Nigeria 2015, the report of Presidential Committee on Pastoralists and Insecurity 2014 and the National Livestock Transformation Program.”

See also “Bandits are Going No where”- Gumi

According to him, the regulations do not take into account the social, economic, production system, temperature fluctuations, and other push factors inherent in pastoralists’ travels between ecological zones.

Miyetti Allah went on to say that the regulations would damage livestock output and push millions of people into poverty who rely on the livestock value chain (butchers, transporters, livestock dealers and consumers who are used to affordable sources of be and milk).

“The laws will undermine the relative peace and stability currently enjoyed by the local communities and threaten the social order.

“The laws will exacerbate cattle rustling in the local communities as criminal gangs and state-sponsored vigilantes will use the opportunity to institutionalize their nefarious activities of cattle rustling.

“The laws will lead to serious humanitarian crisis as families will be destabilised and markets and economic livelihoods will be disrupted and the laws will lead to massive cross-border migrations that will create further security challenges,” they noted.

“These dangerous and satanic laws must be nipped in the bud by the National Assembly to safeguard the constitution as the portend greater danger to the corporate existence of the country.

“These oppressive laws and hostile policies being enacted by state governors are fundamentally going against the Fulani pastoralists’ culture, economic interest and constitutional rights.

“It is important to note that inter-state movement of pastoralists is analogous to interstate commerce, which is an exclusive preserve of the legislative powers of the National Assembly under item 62 of the Exclusive Legislative List.

“To this effect, any action taken by any state assembly that is in conflict with the above section of the 1999 constitution as amended is null and void,” the pastoralists said.

The Group further called for the incorporation of pasture development in the implementation of the Great Green Wall Program in combating densification and the preservation of small water bodies, adding that they also want existing African Union and ECOWAS Protocols/Regulations on pastoralist and implementation strategies put in place in the country.

See also Northern community Denies habouring bandits, herdsmen in Abia cattle.

“A review of the Land Use Act is long overdue to accommodate the interest of all land resources users particularly pastoralists.

“Ranching as envisaged by many requires massive capital investment and difficult to sustain, not economical and is not small livestock holder centred,” Alhassan added.

Nigeria Newspapers Today; Presidency Receives Forensic audit Reports

The Federal Government would investigate and prosecute individuals responsible for the misappropriation of monies earmarked for Niger Delta development (NDDC).

Abubakar Malami, the Attorney General of the Federation (AGF) and Minister of Justice, stated this in a statement after receiving the report on the Niger Delta Commission’s forensic audit on behalf of President Muhammadu Buhari (NDDC).

Malami stated that the significant discrepancy between invested money and commensurate infrastructure development necessitated a forensic investigation of the NDDC.

Sen. Godswill Akpabio, Minister of Niger Delta Affairs, delivered the report to Malami.

“The call for the audit by the people of the Niger Delta Region arose from the huge gaps between resources invested in the region vis a vis the huge gap in infrastructural, human and economic development.

“It is on record that between 2001 and 2019, the Federal Government has approved N3. 3 Trillion as budgetary allocation.

“A total of over N6 trillion was given to the NDDC”.

“Consequently, the Federal Executive Council (FEC) approved the engagement of a Lead Forensic Auditor, as well as 16 reputable Audit Firms to conduct the audit exercise.

“The President is delighted that the auditors have now completed this exercise and the Report is today being presented”.

Malami stated that the President is aware of the stakeholder interest in the forensic audit exercise and the agitation for the formation of the NDDC Board of Directors.

“However, this Administration is determined to address the challenges militating against the delivery of the mandate of the NDDC to the people of the Niger Delta Region.

“It is in the broader context of the foregoing developments that the President recently signed into Law the Petroleum Industry Act (PIA) which has been a contentious issue over the years for successive Governments.

Still speaking, Malami Stated that PIA will about prudence and accountability in the petroleum sector.

“The PIA will bring about the prudence and accountability in the Petroleum Sector and to give a sense of participation and ownership to the Host communities”.

He assured that the forensic audit report of the NNDC and the recommendations would therefore be critically analysed for necessary actions and implementation.

“We owe it a duty to the people of the Niger Delta Region to improve their standard of living through the provision of adequate infrastructural and socio-economic development.

“The welfare and socio-economic inclusion of the Niger Delta Region is paramount to the development and security of the region and by extension the Country.

“Funds spent on development activities should as a consequence promote political and socio-economic stability in the Region”.

He asked residents affected by these development projects to demonstrate their ability to contribute to the ongoing improvement of their immediate and larger communities by participating in positive activities that will sustain and support these development projects.

“It is evident that considerable resources have been channelled by the federal government to the development of the Niger Delta from 2001 to 2019.

“It is therefore important for the federal government and the public to be properly informed on what has been spent and how that has been spent.

“The essence of the forensic audit is to ensure probity and accountability in the use of public funds.

“It is against this background that the federal government will without hesitation strategically implement all aspects of the audit exercise that will promote probity and greater prosperity for the Niger Delta Region and Nigeria as whole”.

He stated that the federal government was particularly worried about the immense loss caused by uncompleted and unconfirmed development projects in the Niger Delta region, despite the massive resources made available to improve inhabitants’ living standards.

Nigeria Newspapers today;Over 13,777 projects poorly executed by the NDDC”-FG

“We have on record over 13,777 projects, the execution of which is substantially compromised.

“The Federal Government is also concerned with the multitude of NDDC bank accounts amounting to 362 and lack of proper reconciliation of accounts.”

“We will in consequence apply the law to remedy the deficiencies outlined in the audit report as appropriate.

“This will include but not limited to initiation of criminal investigations, prosecution, recovery of funds not properly utilised for the public purposes for which they were meant and review of the laws to reposition and restructure the NDDC, for efficiency and better service delivery, amongst others.

“In all these instances of action, legal due processes will be strictly complied with”.

Malami said the President directed that the forensic audit report be forwarded to the Ministry of Justice for a legal review and relevant Ministries, Departments and Agencies of government will be engaged in doing justice to the findings accordingly.

Forensic Audit; FG Appreciates Send. Godswill Akpabio.

“I appreciate the Minister of Niger Delta Affairs, Sen. Godswill Akpabio, his colleague Sen. Omotayo Alasoadura, the Interim Administrator, Management and Staff of the NDDC for their support towards the completion of the audit exercise.

“My appreciation also goes to the Lead Forensic Auditors and the 16 Field Audit Firms for completing this exercise, as well as the Security Committee for securing the lives and properties of the Audit Firms through the duration of the forensic audit exercise”.
